Three Longview-area examples
Using those rates and $10,000 of added value (our math): a house in Longview and Longview ISD pays about $199 a year more; a house in Longview but Spring Hill ISD, about $215; and an unincorporated lot in Pine Tree ISD with no city tax, about $141. Scale it to whatever the appraisal district actually adds. A pool and deck that cost $90,000 may be valued at far less, since the district values what the improvement adds to the property's market value rather than what you paid.
The 10% cap and your exemptions
Texas caps the yearly rise in a homestead's appraised value at 10%, but the cap is calculated on last year's value plus the market value of new improvements. A new improvement is anything added since the last appraisal that raises market value; repairs and normal maintenance don't count (Sec. 23.23). So the pool goes on in full, and the cap applies to the total from then on.
The Gregg Appraisal District sets the value and mails the notice, which explains how to protest it. Exemptions still reduce the whole home's school taxable value: $140,000 for a homestead, plus $60,000 more for owners 65 or older or disabled (Comptroller).
Calling your insurer
Insurance regulators' advice is plain: tell your agent or insurer about a new pool before it goes in, and be fully honest. The NAIC suggests asking whether the policy covers the addition, whether the premium rises, whether the insurer requires a particular fence, and whether gates must be self-closing and self-latching. It also explains umbrella coverage, extra liability insurance that sits above your homeowners limits (NAIC).
Longview's code already sets a 48 in barrier with self-closing, self-latching gates; our pool fence guide lists the details an inspector and an insurer will look for. Ask too how the policy treats the pool, equipment and fence in a storm, and the deductible.
Resale value
Expect to get back only part of the cost. This Old House estimates a pool adds about 7% to resale value (This Old House). In neighborhoods with large lots, where many neighbors have pools, buyers may expect one; elsewhere some buyers see only upkeep. The cost guide and the yearly care routine help you weigh it.
Common questions
Does a pool raise property taxes in Gregg County?
Yes. Its market value is added as a new improvement, outside the 10% homestead cap (Tax Code 23.23).
How much tax will a pool add in Longview?
In Longview ISD inside the city, about $199 a year per $10,000 of value added, at 2025 rates (our math). It depends on your school district and the value assigned.
Which school district do I pay?
It depends on the address, not the city. Longview homes may be in Longview, Pine Tree, Spring Hill or another ISD; your appraisal notice from the Gregg Appraisal District lists each unit.
Should I tell my insurance company about the pool?
Yes, before it is built. The NAIC advises discussing any pool or backyard addition with your agent and being completely honest (NAIC).
